DESCRIPTION: 
Halcyon Days Consulting, LLC (HDC) is a veteran owned small business that specializes in the design and engineering of Tactical Mission Networks (TMN). This is a unique opportunity to join a small and high-performing team committed to delivering cloud platforms for exciting missions.  

HDC is seeking a Technical Deputy Program Manager to support the delivery of high-impact technical programs across our national security and defense customer base. This role bridges the gap between program execution and engineering excellence, helping drive mission success through technical leadership, proactive coordination, and disciplined program oversight. The Technical Deputy Program Manager will assist in managing multidisciplinary teams, engage directly with government stakeholders, and ensure our technical solutions align with customer objectives. 

RESPONSIBILITIES & DUTIES:
  • Support the Program Manager in daily program operations, ensuring alignment with scope, schedule and cost while monitoring deliverables, performance metrics and risks. 
  • Serve as key technical advisor across cloud engineering, software development, and DevOps efforts, driving corrective actions and ensuring technical execution meets mission objectives.
  • Collaborate with software, cloud, and DevSecOps teams to translate mission requirements into actionable engineering plans, while participating in design reviews, sprint planning, and implementation tracking. 
  • Serve as trusted liaison between technical teams and government or client stakeholders by preparing and delivering status reports, risk assessments, and solution briefings, while supporting proposal development, RFI/RFP responses, and strategic growth initiatives. 
  • Ensure compliance with federal contracting standards, Agile/Scrum methodologies, and internal quality controls while maintaining program documentation, risk logs, and change management records. 
REQUIREMENTS & QUALIFICATIONS:
  • 10-15 years of experience in technical leadership or program management roles supporting DoD, IC, or tactical communications programs.
  • Bachelor's Degree in Computer Science, Engineering, Information Systems, or a related field preferred.
  • Strong familiarity with modern software practices, DevSecOps pipelines, containerization (e.g. Docker/Kubernetes), and cloud-native development (AWS, Azure, etc.).
  • Demonstrated success supporting government contracts and working with cross-functional teams.
  • Excellent interpersonal, organizational, and communication skills.
PREFERRED QUALIFICATIONS: 
  • PMP, CSM, SAFe, or equivalent certifications. 
  • Military of defense background, particularly in tactical networking or C4ISR systems 
  • Experience in small business or startup- like environments, wearing multiple hats across delivery, business development, and client success. 

SALARY RANGE: 
$175,000-200,000
This salary range is an hourly exempt (exempt from overtime) position. Benefits are provided in addition to the salary range.
